Smooth, Creamy, No Drag, Inexpensive Lip Liner

I have been looking for a lip liner that meets all of the above mentioned. I've tried so many. A gal at my hair salon raved about MAC. There is no MAC store within 125 miles of our city, so I ordered one online. I thought it was $$. It is the driest, draggy, poor color payoff lip liner ever!

Surely there must be something that isn't $15.00 and does a nice job, don't you think?
