Shipping discount on second item?

I always thought if you order more than one item in beauty there is a discount on second item. I was told it's only in the same phone call...so I had an hour between two orders so it doesn't count. Does that seem right? I was told I could cancel both orderd and replace them but that seemed silly for $2.00. Just checking in...thanks.
