Self tanner question (problem)

Just wondered why my self tanner breaks up near the bottom of my calves. I exfoilate before I apply it and when the tan develops it is always broken up and that looks nasty. May have to have white legs or white backs of the legs. The front doesn't do that nor does it do that on my arms.
