Retinol cream vs. PTR Fusion

I am currently using Tretinoin cream at 1%. PTR offers Retinol Fusion PM at 1.5%. Can anyone tell me if the Retinol Fusion is really stronger than the actual Tretinoin cream? I know sometimes products state they have a specific percentage in them, but then are diluted by the other products in them. Any ideas on this?
