Red decollete area

Hi Ladies, I'm not sure what to do about this. I have redness in my decollete area. My chest, from above my boobs to my neck, is always red. People think I have a sunburn there, but it's not sore or painful to me. It's more like a constant flush to the area. Does anyone know what causes this? I don't use any sunblock there, I guess I will start putting my moisturizer with spf there. But what else do I do? Should I focus on moisturizing there, or use a retinol cream or pad to increase turnover? I don't think the skin is particularly sensitive, but I don't want to aggravate the redness by doing the wrong thing.
