MAC paint pots...they have a few that would work.

Have you tried NYX eye primer base in White? (comes in a pot) That works well with some of their shadows that don't have enough pigmentation.

The Kat Von D shadows look really pigmented. The monarch palette had 3 large pans of white and off white shadows. ( I think most applied it with primer though).

Milani just came out with 19 new eye shadows and they have 2 that are white matt/satin. There are a couple of you tube videos on these. They look really nice. Walgreens has all of them and CVS has a few of them.
