Should I apply it before I put moisturizer on my face? It feels so dry and paper-y; I'd really like to put on moistureizer. Does it make that much of a difference?

All skincare first, then spf (if you use it), then primer.  Primer will seal in your skincare and make a smooth canvas for your foundation application.

It will tell you on the package insert but generally, it is the final step before you apply your makeup.  It prepares your skin for your skin so, of course, it matters.

I always use a primer...makes a world of difference in the application of your makeup.

You'll get a different answer for as many people that answer.  My favorite, by far, is Hourglass.  Don't ask how much it cost, but, you can get it for a lot less on eBay.

What is feeling dry and paper-y?  The primer or your face?  Hydrate, hydrate, hydrate.  Moisturize (nothing too heavy...save that for bedtime) and then primer.  There are so many types of primers for different looks and different complexions.  My primer is matte, yet not drying, smoothing and makes a perfect satin like canvas for my foundation.  It's for all skin types.

Ohh, I see they have another one now.  No. 28.  It's a serum vs lotion.

My understganding is that primer is used  as a barrier, to keep makeup from soaking into your skin. If it makes you feel dry, for goodness' sake don't use it! Find another one, or skip it. Or, if you can skip the makeup, you won't need the primer!
