I use Nars and apply before my foundation.  I don't use concealer.  I don't have dark circles, but instead have the beginnings of bags, so I'm trying to camoflage the shadow underteath.  I've been adding a little yellow corrector underneath and I think it helps.

@Effie54   I use Kaja Beauty DON'T SETTLE Flexible & Seamless Concealer.  It is the only concealer I have ever used that truly does not settle into fine lines.

My brightening choices are Trish McEvoy's Instant Eye Lift or YSL Touche Eclat.  I usually apply my foundation first and brighten afterward.  Applying after foundation works best for me because my brightening application varies depending on what is needed on the given day to brighten me up.
