Question about Radiance's?

Hello Ladies! I have purchased the BE kits from the Q for years, mostly for the eye shadows, brushes and the lip glosses. My mother uses the foundation and mineral veil, so I always pass those to her from the kits.

So-my question. She mentioned she was out of mineral veil, so I was checking all of my left overs from my previous kits. I have a LOT of radiance's. Tropical and a few others that I have never used. I am going to pass these to her, but I am not sure how she should use these. Are they to be used on TOP of mineral veil? Or instead of? She's VERY fair, so I am thinking this might add some nice color or depth to her face.
