Question Regarding JM Oil??

Is it an oil or a serum? I'm allergic to serums like DD's so am hesitant to try this...yet it keeps catching my eye. I can use Neutrogena's oil so was wondering if this is similar to that?

I've seen some people call it a serum and some just refer to it as oil.
