Protection wrap on cosmetics

I just received the IT Highlighter and Concealer tube and there was no seal on the box, OK, but not on the tube itself. Isn't this something they should be doing for safety and health reasons? Returning, it could have been a return. Did anyone here order and get a sealed product?
