I struggle with severe dry skin also.  Paula's Choice products have worked best for me.

 

Paula's Choice CLINICAL Ultra-Rich Face Moisturizer is for dry, very dry skin at night. (Purple tube). 

I also use Paula's Choice Skin Recovery Replenishing Facial Moisturizer during the day.  (Red tube).

@Allthingsgirly67 Just a suggestion--I don't have dry facial skin--but do you apply your products to damp skin? I use WEN Replenishing Treatment Mist, but there are others out there. I spray my face/neck/upper chest, then immediately apply whatever moisturizer I'm using. 

 

Even though my skin is still somewhat oily at 69, I find I get flakes if I skip the spray. I also spray very lightly after applying makeup.

@Allthingsgirly67hope you do not mind sharing your post and asking the same question with a different twist.  I had oily skin with acne through my 30's.  In the 40's and 50" my skin was a dream come true.  I even received compliments on my face. Now in late 70's and my skin is like a Brillo pad.  So very dry and the dry flakes peel off.  When I     exfoliate and add moisturized I break out.  I have been to a dermatologist for acne and seen him for this - nothing seems to help the dryness. Cannot wear makeup - will not smooth out and just magnifies the flakes.

I also have very dry skin----am 70 now----wonder is you need to exfoliate your skin---now,  I don't mean with a piece of sandpaper but with a very soft, gentle cleanser. Maybe there is a build up of dead cells that won't let your skincare sink in. I don't know much about serums and oils and things----there are a few people here that know alot more about all that. I actually still use the Clarisonic brush for my face---maybe 2x a week-- that is for cleansing --it won't

 exfoliate. I have very nice skin with few lines and wrinkles.  But I do have a regime that I follow each day/night -- it always includes cleansing, exfoliating, and mositurizing.

I don't know why no one here has mentioned hydration. It is not the same as moisturizing. If you have dry dehydrated skin, you need hydration and that goes on before moisturizers.  I'm sorry for all of you that have very dry skin but won't consider a hydrating product or two before your moisturizer. It's a game changer.  And to the person who said toners are drying, that's not true anymore. Most companies don't use the term toner and that's probably because of the bad connotation of the term but today's toners are normally referred to as essences and those are what offers the hydrating properties and should be applied before moisturizers.

I find Shiseido is the best and I've been using it since I was in my 20's.  I try others, but always go back to Shiseido...its the best!  Best eye cream too...Benefiance line.  The enriched softener is wonderful too.

If you decide to look into it...keep searching for sales, it's pricey.  Sometimes tjmax has it too.

You should try serums that are water based.  Moisturizers don't help me.

Also make sure you have enough Vitamin D

Overly dry skin can be a sign of a lack of certain vitamins and minerals, for instance vitamin C and also potassium. Many people have low potassium intake which comes mostly from fresh fruits and veggies. Eating one banana daily doesn't cut it. Cooked and processed food lack ample amounts of essential minerals.

How much hydration are you taking in daily?

When skin is visibly dry, anything topical generally doesn't cure it.

Literally, increasing your water intake will drastically change the hydration of your body.
