Picture makeup question

Sorry i don't know how to post pics on ipad. If you go to huffington post style page, this story is there, "Michelle @bama White House Correspondents' Dinner 2014 Dress: Off-The-Shoulder Perfection (PHOTOS." Under the two pics of MO, there is a gallery. # 24 is Arianna Huffington. She has some white powder under her eyes that I must imagine only is visible with the camera flashes. So my beauty questions: what product did she use ? ( so i can avoid it in pictures) & why is she the only one that it showed up in? Surely other celebs use similar products, right? I never see this in every day camera/iphone pics. I wonder if photographers have to edit this problem when we get family pics taken? Tia ~smiles, SnowKita
