Perlier 3 Liters-WOW!

I just love the 3 liter honeys I got. Orange and lemon. I opened them today and used the lemon, which was a new scent to me. WOW! It just explodes with frgrance in the bath! One question I haveis about the black sleeveon the pump. Anyone know if it is supposed to be kept on the pump or not?
