PTR laser gel consistency

What is the consistency supposed to be for this gel?  I gotten two. One was solid and  a little sticky, the other one is creamy.  Which is it supposed to be? HELP please!

The laser resurfacer gel is slightly translucent red and firm in texture. It melts into a smooth gel when you put it on. The red color shows for a half a moment, then disappears into the skin. Doesn't take much at all to cover the face because of the way it spreads when it gets warm. Hope that helps.
