Okay I found the actually TRUTH what the Director was saying and, yet again, they are not being completley truthful.
Here is the latest information I can find.

Notice that China is stopping the required animal testing in June for DOMESTIC production of CERTAIN cosmetics- meaning only those products made IN China. All IMPORTED products will still be required to test. And SOME domestically made products will still be required to animal test.
But again, there ARE ways outside companies CAN prove their efficacy with non-animal tests but it is more expensive and most companies aren't willing to pay for those alternative methods (animal testing is cheaper) and if there is some crazy new ingredient they are using they HAVE to animal test.
So first, this explains why PTR still has to remove their "cruelty free" logo- they are not stopping animal testing as they either cannot or will not forgo animal testing for non-animal methods. And two, this just goes to show that if a company makes a statement, try to back up their statement with evidence that you can find- don't take their "word" point blank. This email left out some CRUCIAL important facts, but I have a feeling that this was intentional. Kind of like a shell game. So I take back my "honesty" kudos to PTR because I now really feel they were being even more vague and deceptive with this answer.

one part of that document I found interesting was the pre-market and post-market animal testing China requires and they said even if pre-market requirements for animal testing are lessened (or removed), it will likely STRENGTHEN the post-market animal testing requirements!! So it looks like there is no end in sight for animal testing in China.
Also, there is definitely NO reason to continue post-market animal testing after a company has already shown pre-market safety and it has been on the market for awhile.

All, animal testing is typically done by independent labs on Product ZNHHERW. This way a company can still market a safe product and tell their consumers that they "don't test on animals."

this is actually incorrect. If they contract out for animal testing, they cannot claim to be cruelty free. That is why if you contact a company, you should specifically ask if they test or if they contract out to a third party to test but most are honest and will specifically say something like, "We do not test on animals, nor do we contract others on our behalf to test on animals." There are many companies that have never tested their products on animals. WEN is one and I know you use that.
