Need Foundation Recommendation for Dry/Fair Skin - HELP

Hello everyone. I know this winter is making my skin drier than normal. But I need a foundation that is not going to settle into my skin and make me have flakey looking skin. Any recommendations of a foundation that will lay into my skin and not dry it out. I have fair skin.
