@I am still oxox  You should be able to remove the powder with acetone. Buff the surface gently to break the seal first. How the acetone will affect the gel underneath will depend on what type of gel was used. From your description, it's very possible that you have "hard" gel, which is designed to be filed off. If so, you may well be able to remove the dip without damaging the gel.

 

Acetone itself is safe for use on the nails. Drying, but safe. It's trying to rush the removal, thus scraping too hard that so often causes nail damage (that and too aggressive buffing prior to application). There's also minimal chance of developing an allergic reaction. Any allergic reaction is much more likely to be caused by something that has been dissolved by the acetone (for example, undercured gel).
