Mally Eyeliner Question

I just received my Test Tube and it has a Mally Starlight Eyeliner in it. I've read mixed reviews on this, and I'm wondering if it is waterproof and if it stays put. I have hooded eyelids and sometimes have trouble with eyeliner transferring. Would love to hear your opinions.
