Makeup Hold

The past few days I've been using Skindinavia Cool Flash Makeup Finish,,,,,heat resistant makeup hold. I mist lightly after my makeup is on, and even though it isn't 90 degrees out, my eyeliner (same ones I've always used) has really been "traveling down". Any suggestions as to what I could be doing wrong? use the spray before I use liner and mascara??? Also have some stuff from elf,,,,,I'll give that a try. I'd sure appreciate hearing fro anyone that uses this type of product. TIA
