I have sensitive eyes/skin with allergies. What has worked for me are:

Bobbie Brown eye make up remover

Lancome (blue) eye make up remover

Philosopy Purity Made Simple

 

I prefer the Bobbi Brown the best.

 

Lately, I just tried the Joe Campenelli make up remover microfiber cloths. (they are super soft and plush). You just use warm water (no remover or soap). I have to say that they work great! If I have heavy eye make up on then I may put a few drops of remover on the cloth but 99% of the time the makeup comes off with just the warm water and this cloth. 

I would try this first. I think it's the most budget friendly of the list. You can always repurpose the cloths if yoiu don't like them.

garnier micellar water.

you can find it in almost any drugstore.

there are three types, i believe. the pink topped one is the one for sensitive skin.

very inexpensive and i use it with tissues.

Costco make-up wipes. Great product. Buy them by the case!

The micellar water product I tried made my eyes sting and burn really bad. I don't know if it was because of the brand or what. But I don't use micellar water anymore. I kept the bottle of it and use it to clean my brushes....works great for that!

 

eta - Micellar water is a chemical solvent. I don't feel comfortable putting it on my skin and especially getting it in or near my eyes.
