The only thing that even remotely works for me at the waterline is Tarte's Inner Rim Liner.  Even then, I still don't get the solid dark line you see in the ads even with 2 passes.  I can use a lot of regular eyeliners right at the lash line though.

The best product I've found for this Is the Rimmel Scandal Eyes Waterproof Kohl Eye Liner. I have blue eyes and use the turquoise and the light blue color. They truly last all day and lots of pretty colors too.

This week, my daughter bought the Sephora's Brand "Contour Rim Inner Rim Gel Eyeliner" for her waterline and it stays in place until she removes it.

For drugstore brands, I like L'Oreal liners.  I will give those Rimmel liners a try. ☺️

 

A few months ago I tried Urban Decay from Ulta based on reviews here, but oh my...what a terrible time I had with it creating a film on my contact lenses.  I noticed they have a special tight line formula, but it's been sold out in the colors I want.  If I go with this brand again, I will definitely have to go with a tight line formula.  The look and stay power of the Urban Decay was really good and even better than L'Oreal , but I just couldn't deal with how uncomfortable I felt as a contact lens wearer.  I would start the day with a new lens and have to throw it away around lunchtime, and they were supposed to last two weeks.  Maybe it's just my eyes or brand of contacts, but I've never had such a difficult time with lining the inside of the eye as I did with the Urban Decay.  Ouch!

@ECBG Yes, but only on my upper rim.  If I line my lower it's too harsh and I feel it closes my eyes and makes them look smaller.  I wouldn't be without my upper liner though.  It makes me look more awake and makes my lashes look better and longer I guess (optical illusion?).  If I'm having a no makeup makeup day, I'll do a black tightline and mascara.  That's my minimum.

 

I've found that I prefer automatic liners for tightlining.  I like Mally and Tarte.  I have Ulta, it's not my favorite.  I like a very deep black shade.  

 

I do get a little transfer as the day goes on.  I'm not a person who reapplies during the day, so whatever it is it is.  It looks fine.

I don't know how you get this to stay on all day. I've tried lining my waterline and it comes off in a few blinks of my eyes. Woman Sad

@ID2 make sure they are gel liners I had the same issue. Try the Ulta store brand gel pencil liners. They're inexpensive and really good

I have used Smashbox Jet Set liner with the angled brush for years. It lasts all day. I use black which I know they say you shouldn't do but I tried the blue and it is a different formulation. So I use black. I don't line my eyes anymore but I do use that on my water line.
