I know what you mean about formulations. The Lancome one I am using in the 90 is really for oily skin and I am more dry but the color works. There really is nothing worse than a muddy looking foundation. Today i was in Bloomingdale's at the Trish counter and she was claiming this one size fits all #1 foundation was for fair skin. It looked like mud when she applied it.....as I quickly removed it with a tissue. It's a constant quest to find the perfect foundation.

I don't have a suggestion for the OP but wish her success in finding something that works.  However, all of these posts reminded me of what I did MANY years ago when I couldn't find a liquid foundation light enough (so glad we have more options these days).  I used Bonnie Bell White White which came in a tube and I think was perhaps used for highlighting (don't remember its purpose, but I added a bit of it to my foundation (it was totally white) to get it light enough for my very fair skin.  Maybe some of you older ladies will remember it too.  That would have been probably the late 60's to early 70's.
