No they aren't all silicone based.  Even when I was wearing Monistat CHAFFING GEL as a primer, I could put it on and nothing else and my face would look smooth, blurred and more even toned.  That was 30 years ago.  I don't have the same skin issues.  In fact the only "issue" I have now is dryness but that's taken care of with hydrating products.  I just like the way my makeup looks with a primer underneath.  Makeup glides on and and stays put.

Down to about 1/4 bottle of my Hourglass primer.  Just  purchased a bottle on eBay (same seller as the first bottle I bought) for $46/1oz.  Sells for $54 on Sephora.  There are sample size vials on eBay if you want to try it.
