Is a Primer for Liquid Foundation?

I've been a BE user for years and find that a primer works perfectly under powdery foundations. So, would a primer also serve the same purpose under a Liquid Foundation? It seems that they would all just run into eachother, rather than the primer staying put. So, for those of you who use liquid foundation, do you recommend a primer or not??
