In which order do you apply your.......

eye makeup? I recently started to wear more eyeshadow and find that my pencil liner doesn't go on a easily. I also use LG baked eyeliner wet and it goes on fine, but I like a smokier look, less defined than the LG. If I apply my eyeliner before my shadow, then the liner in covered by the shadow. What steps do you take and in which order. TIA
