Clairol hair color has been made in Mexico for at least 5 years now due to NAFTA. Proctor & Gamble moved their manufacturing from the U.S. to Mexico but prices did not go down for the U.S. or the Canadian customer. You can try doing a root touchup with half a box of hair color, just mix the appropriate amount in a spare applicator bottle or if you are using a bowl and brush method, use a small china dish or a hair coloring bowl you can get from Sally Beauty.
Proctor and Gamble sold a lot of their beauty line to Coty including Clairol hair products and Covergirl makeup. Don't expect any corporate synergy savings to be passed along to the customer though. I have noticed in Canada that now the selection of Covergirl makeup has dropped and with hair color, the selection of the Natural Instincts line of hair color has been cut down as well.
Coty already owns the Sally Hansen, OPI, and Nicole by OPI nail polishes as well as the Rimmel line of cosmetics. They are also one of the biggest fragrance manufacturers in the world.
