Ulta will offer this for $14.50 on September 15. Has anyone used this and seen results? Any thoughts on 4% Niacinamide to reduce dark spots.

According to what I know about niacinamide, it takes at least 8 weeks to see any significant lightening of hyperpigmentation (dark spots).
ETA-
The last time I used a niacinamide serum, can't remember which one, it made my skin flush with redness each and every time I applied it so I threw it away. I don't need any more redness than I already have.

@Iwantcoffee - Haven't used this product but thought I would comment on my experience with Niacinamide in case that helps you.
Been using it for probably a year. First used Paula's Choice and now use Inkey List's product. Can't remember the exact precentage of Niacinamide in it but it's more than the IT percentage. I also use Paula's Choice Dark Spot corrector.
As far as the Niacinamide, I'm undecided about it. I've noticed small improvements. I will say that in using both the Niacinamde and the PC product, my dark spots aren't any worse that I can tell. I can still see them but they are light and don't seem to be getting any darker so maybe the products are working.
For half-price, I say the IT product would be worth trying.

My dermatologist recently told me there's no product that will remove dark spots. Based on my experience, she's right.

It's a waste of time and money .... Dermatologists can take care of this with one visit with the spray they use ...give it a few weeks it's gone and over with...I know because I've had it done....

I find the cold spray they use leaves a dark residue behind that never goes away. I am finished with their sprays. Use tried and true Hydroquinone for a few months, it works!!

Liquid nitrogen, this is the one that comes out very cold.

That will work but sometimes it depend on how deep the brown spot goes and if it has any 'roots' left untreated which means the spot will eventially come back. That's a problem will other treatments as well where they treat the surface but not the 'root'.
