The Avon pencil is long and thin, but is the same type of concept. When they go on sale, they're just a few dollars each.

I think that they all contain some kind of wax so that the product stays on and so that your lipstick doesn't travel, either.

Mac has a product called Prime & Prep that works well.

I use CB HD Primer and carry it in my purse so I pat that on and around my lips. Works!
I'm going to also try the Elf Clear Lipliner. For $3 it is worth a try.

I was wondering why I don't have the lipstick bleeding problem. I guess its because when I apply my Urban Decay Primer Potion on my eyelids/eyebrow area I also go over my lip area. It must work because I never have a problem. Also my eyebrow pencil stays put the whole day!

Four  things will determine how much your lip color bleeds .....   so it's definitely a trial and error thing.

First .... your skin dryness and line pattern around your mouth.

Secondly, the type of makeup you're using ... liquid or powder mineral makeup.

Third ....  the "gooeyness" of the lip product.   A gooey lip gloss will definitely bleed more than a regular lipstick.

Fourth .... how waxy the liner pencil is.  

Have you ever seen a woman whose lip color has disappeared and she still has a darker color outline around her lips?   It looks ridiculous and happens all the time!   To avoid this problem, get a lip liner the color of your lips, NOT the lip color.    You can then make a good lip line that won't be obvious if all the lip color wears away.

You can also line your lips with a skin tone pencil to help fill in the teeny lines.  There are also clear pencils that are softer and more waxy.   After lining the lips with this, gently dab it in, don't blend.

I probably do a combination of things here that have been mentioned; however, I discovered (quite by accident) a way to apply liptstick to my upper lip without the color bleeding into the lines. Rather than apply the lipstick horizontally as we grew up doing, I apply the lip color vertically in small strokes going across the whole lip. Sounds goofy, but it helps.
