How do you get that 'healthy glow'????

I have very dull, blah skin. I've been using Retin-A for over a year and I notice in the wintertime when my skin is dry, I can only use it every 2nd day or so....If I use it more often I get the dreaded flaking & peeling. I've tried the Benefit 'High Beam' product for illuminizing, but I don't seem to get much result with that.

I'm thinking of Holly from Smashbox and how beautiful and dewy her skin looks whenever she's on, she's such a gorgeous woman.

I don't want to be sparkly or glittery, just glowy and healthy-looking...any suggestions???
