How Can I Avoid Getting Raccoon Eyes When I Wear Black Mascara?

Some say to prevent smudging is to NOT apply mascara to my lower lashes, but my lower lashes need mascara bad. I am careful with eye cream, concealer, power before applying mascara but when wearing my contacts sometimes I get the Raccoon Eyes. I use BE mascara. Is there a mascara that does not smudge clump or flake? Thanks!
