I've used steeped and cooled chamomile teabags. Leave them on for 20 minutes.

@lucky-girl   I keep teaspoons in the freezer. They are the perfect size to fit over lids. Of course, any results are only temporary.

 

You can also try eating less salt and sleeping with head elevated.

If this is a chronic problem, you might consider allergy testing.  You may need to reevaluate your diet, to avoid inflammatory foods.

I use a Bausch + Lomb Thera Pearl Eye Mask. My eye doctor recommended it for my dry eyes. It also works well for puffy eyes. You can put in freezer or microwave. 

I don't have to use dry eye drops all the time since I have used this mask. What a relief.

Do you have a gua sha?  They are very inexpensive on Amazon.  About $7.  I have a stainless steel version.  Many are made with stones like jade.  Jade is a naturally cooler stone.  I used to keep mine in the freezer.  I've moved to stainless steel because of "fumbly fingers".  Place it flat against your eye or just your eyelid and gently pull to your hairline.  There are lots of how to videos on You Tube.  I use mine for puffy undereyes.

HELP. Can you tell me which mask you have? I googled it and also went on Amazon and there were quite a few. I have dry eye and winter is a killer, even running two humidifiers.

Just one more thought, @lucky-girl. The supplement Diosmin & Hesperidin is good for circulation and lymphatic drainage.  It might be another option to consider for a chronic problem.
