Because the edge of your lip is dry it is grabbing and drawing out the moisture from your lipstick, when all the moisture is gone you are left with a heavy concentration of pigment creating the lip liner effect.  If you had dry patches on your lip there would be excess pigment there too. 

 

Decades ago I knew a man who did all the training of our sales force and  gave the schools for store accounts that sold our cosmetic brand.  This was before lip exfoliating came on the scene, he would say that kissing was the best thing for our lips.  That translates to friction and blood flow.  

 

You can improve your lip by starting to massage your lips softly with the texture of your washcloth being careful that you don't tear at or break your skin, this daily habit  will improve the lip skin and help it become more durable allowing for other exfoliating methods if needed.  I have used the eve lom cloths for years and everytime I wash my face also massage my lips and that is enough for them to stay nice without any other maintenence.
