Foundation or Concealer First?

I just went to Nordstroms to get matched for a new foundation and concealer...the sales associate said I should be putting on my liquid foundation first followed by my concealer. I have always put on my concealer first (use around my eyes for dark circles) but I've always used powder foundation in the past. What do you beauty experts do....foundation or concealer first?
