According to Rose Marie Swift, mascara should ONLY be applied after curling. Otherwise lashes could get damaged or break. The method she suggests is to use a gentle curler, start at the base and squeeze for 8 seconds. Move the curler up the lash and do it again, to create a curl rather than an L-shaped crimp. Also, keep in mind what kind of mascara you're using, If it's too wet the curl will fail and the lashes will be straight again.

I no longer curl my lashes. When I did, I used to put my metal eyelash curler between a couple of curlers in the hot roller unit. Needless to say, I was very careful, but it worked like a charm.
