Had this issue with ups once. I knew the package was coming. I looked it said delivered but no package. Called UPS and vanity(where I had bought my items). Because I called so quick the driver was still out. He had delivered to the wrong address. But since he was still out I had them within a hour of calling. I think it's terrible for someone to keep a package if it was delivered to wrong address.

 @AnnMarie-1 I'm an eBay seller as well as an occasional buyer.  If I did not receive my package,  I would contact eBay to see if it's covered under their buyer protection plan.  If it's not, then I would contact my credit card company to let them know that I did not receive the item.  They would reverse the charge from my account.     The seller is covered by eBay's seller protection as long as they sent the item to your PayPal confirmed address, so they will not lose the money.  eBay or your credit card company would eat the charge.  HTH
