Ebay question about a non-paying bidder

I posted a thread last week about a situation I had where I sold and item and the person didn't pay me. I opened a case/filed a claim late last week and never heard from the person and she never payed me. So I closed it yesterday and got my fees back and was able to relist it. I added her to my list of people I don't want bidding on my items. When I closed the claim, it said she would get a strike against her. What exactly does that mean? I looked today and she still has 100% feedback. So how will people know that she won an item and never paid for it?
