The absolute best drugstore or high end in my opinion is CVS brand.  I use one of those flat cotton pads and even waterproof mascara is gone is just a few swipes.....

I use the Garnier SkinActive Micellar Cleansing Water.   It's great for removing all makeup.   And I find it to be quite gentle..

There is a beauty blogger who just posted her favorite remover.  I think it's her latest post.  Most older ladies I know have fairly sensitive eyes.  She gets it at CVS.  It's called Gentle Eye Makeup Remover.  If you want to hear about it on youtube her name is
