Does your under eye concealer make your mascara smudge?

If so, what do you do about it? I always dab a little powder over top of my concealer under my eyes to keep it from smudging, but I really don't like the look of powder under my eyes. It settles into the fine lines, and it looks awful! Does anyone have any suggestions? BTW, lashes are fairly long. I'm wondering if that is my problem.
