You're aboslutely right!  And the samples weren't in foil wrappers with a little product.

 

They were small bottles or jars.  I was totally surprised when I ordered a few things from Ulta and they sent me about 5 samples of other products.  

 

Now if they weren't in foil that would've been even better.

Funny you mention Bare Minerals.  I was just thinking about that line the other day.

 

I used to purchase some of their products years ago.  Never knew they had a neck cream.

Sample sizes, no. Travel sizes, yes.  I recently ordered 2 kits with travel sizes from Perricone's website.  Fell in love with some of the products and ordered full sizes (on sale).

i thought samples were free. i often get them with orders that i have placed for something else.
