My first thought was psoriasis or exzema. I'd start with Dr. Mercola's website to learn more and what might help.

Several years ago I had a bad case of flaking. Went to a new dermatologist and she recommended using Cetaphi cleaners and moisturizer and that's all. After several weeks of that I had no flaking at all. She said I was overdoing with scrubs, masks and oils. Now I use Perlier and Beekman face items. Also use the Cetaphil every other day. Hope this works for you.

If flaking in eyebrows, could be seborrheic dermatitis. Try dandruff shampoo and cortizone cream/liquid.

@Kazsails iit could be malassezia, the yeast-like fungus that causes dandruff. It feeds on the oils on your skin and can get out of control. It can be treated by using a dandruff shampoo to clean the affected areas.

As I aged to my later 50's I noticed skin flaking in my eyebrows, between them, and the upper eye area. I don't use anything like masks or expholiators. I discovered this with the use of those handy 10X magnifying mirrors. Although I always had oily skin when I was younger, things changed as I aged. This now was dry skin. After washing, I always give extra lubrication to these areas, particularly the eyebrows. My problem is gone.

I went through a phase with flaky skin at the top of my forehead with dry patches just below the hairline and some on my cheeks. I figured I must have some adult onset skin issue and tried lots of moisturizers and serums, but it wouldn't go away. It was odd to me because the skin on my face has always been normal to oily. It lasted for a few months. Then, a couple of months ago, it was like I was totally cured. It completely cleared up. In reflection, I think it must have been the new shampoo and conditioner I tried because it cleared up as soon as I ran out and started using other hair products.

I used to get flakes between my eyebrows. The more I tried to get rid of it, cover with makeup, etc...the worse it looked. I found out I can't use cyclopentasiloxane. That's what caused the flakes, allergy.
