Collectible makeup?

What does it mean when hosts or vendors say "collectible collection" and are referring to eyeshadows? Are there people that collect eyeshadows (or other makeup) and do not use it, just "collect" it? I know some people collect stuff that has cute packaging but does anyone really collect jars or palettes of eyeshadows and never actually use it? Just curious..
