Cleansing Oil Question

Does anyone know the ingredient in cleansing oil that makes it "melt" when adding water? I was thinking of maybe making my own because cleansing oil seems to be so expensive but one of the characteristics I like about the cleansing oil I buy is how it turns into a milky product when adding water.
