As soon as temps drop, my lips get chapped.  I use my own sugar scrub (argan oil mixed with sugar) for a lip scrub.  Works great and cheap!  Vaseline every night. It heals them quickly.  If they get the red rim above my lip, I mix some antibiotic cream with the Vaseline.  Again, overnight heal.  I loathe winter 🥶

Kind of $$$ but I use City Lips clear gloss on my lips before I go to sleep.

The only lip gloss that I can wear is from a seller on ETSY called BareNarurall. 
Her formula is mostly oils and Shea butter and it is so beautiful but at the same time it heals my ever-chapped lips.

It makes my lips look just like the picture!

Chapped lips can be a sign of being dehydrated, I think. 

 

Also, if you lick your lips too much.

 

Could also be lipsticks/lipglosses contain drying/iritating ingredients.

 

I use a lip balm, but not for dry lips, I use it as a base for my lipstick.  It softens the color(s) a bit, which I prefer.

 

I never feel the need for moisturization on my lips.

@vermint Sorry, I guess I should have stated I would not use Vaseline on my skin.

Aquaphor is a much better/healthier option.
