She would love NARS "Contour Blush" in "Olympia."  Available at Sephora.  Two shades, one for contouring, one for highlighting, and no sparkles.  $42.  I'm also fair with blonde hair and heavy makeup (hehe) and that's what I use.

On Allure dot com they have a list of what they consider to be the top 10 contouring kits. They describe the differences and also give you price points on them.  It will give you some ideas on other possibilities.

It's important to also have at least 2 good brushes to use with the kit and many do not include any brushes with their contour sets.  Maybe some of the youtube videos offer suggestions on reasonably priced brushes for contouring.
