BBW Fragrance oils for cuticles???

I was in BBW today and ran into a lady buying some of the fragrance oils. She said that she used them on her cuticles because she liked the smell of them. I have never heard of using fragrance oils on cuticles. Now I am wondering if this is safe to do. Has anyone else done this or heard of this? I am not sure what kind of oil is in there; it doesn't say on the label.
