BB TSV questions ???

They keep saying that two colors in the eye palette are exclusive but I can't figure out how that can be true. Navajo and Taupe are both colors that have been around for a while now and Chocolate Caviar is available in the Pretty Powerful palette that came out earlier this year. What am I missing?

I also want to know if the two-pan blush palette is refillable like her other palettes. Anyone know?
