Application question?

Just curious. When you apply your BE are you supposed to do your foundation blush then finish with MV? Ive used BE for 7 yrs ( no blush until recently) and would put my foundation then my MV. Now that I'm using blush am I supposed to put my blush on before or after the MV? I was putting on after the blush to soften in case I was heavy handed.
