Amanda, the model's hairstyle

Amanda is the model with short blonde hair with waves. I've just seen her recently on Wen shows. I'm trying to style my short hair with waves and have tried everything except Wen to get the look. I had naturally wavy hair and lost it to chemo. It came back very curly, but after it settled, it is now thinner with a slight wave. I have purchased aluminum claw clips, plastic clips and sponge rollers and I can't get the look I want, which is similar to Amanda's hair. Does anyone have any ideas as to how I might be able to achieve that style? Also, I've tried wearing it in a straight style and it has too much wave to do that. I'm so frustrated trying to get my hair styled that I'm almost tempted to give up and go back to no hair. Thanks in advance for any suggestions!

PS I can't afford Wen's products.
