To me, it's just the host trying to use up time by adding "all the way up to". Just filler words to use up time.

When they spend 15 min talking about a top, they have to say something to fill time.

Especially if spoken by a person xxs. Can't they just say xxs to 5x? Why does it have to be ALL THE WAY UP?

. 'All the way up' is used to desribe a large selection of sizes. It's been used in shoe and ring sizes. Stop with the PC nonsence. There is nothing rude or insensitive about it. Jeez.
